Langworth Level Crossing horizontal alignment

Parish councillors are concerned about the bumpy ride as vehicles pass over the level crossing and believe in its present state the crossing is hazardous. It is appreciated that the responsibility may rest with the railway line maintenance authority but: Will the county Council, in their capacity as Highway Authority, assess the risk and should horizontal alignment of the surface depart from standard, report the matter to the railway company and ask them to correct the alignment.
Lincolnshire County Council, the highway authority, without visiting the site, responded by advising the parish council to contact network rail. How can a parish council lead on an issue that, by its nature, requires cooperation between the Highway and Rail authorities?
