Parking on double yellows and blocking a cycle lane

At 1740h on Tuesday 16th July 2019, car registration KU17JUZ has parked as shown.

The car is blocking the cycle lane along Howard Road, leading to Blagdon Road by parking on the double yellow lines near the junction of these roads.

This is a selfish act and dangerous for cyclists.

The cycle lane is contra-flow to the other lane of one-way traffic and this car causes the frequent cyclists that head towards Blagdon Road, to have to move out into the lane of oncoming traffic, traffic which is turning a blind corner from another one-way road, directly into the path of these cyclists and if not be redirecting then to be there.

Further, whilst the double yellow lines are quite obvious, the cycle lane marking is somewhat faded on its nearside edge and should be repainted.
