Repeated, deliberate, illegal and unlawful obstruction of the highway

This shop is in the habit of placing cones on the highway to deny use of highway parking bays to anyone other than those they deem deserving, (mainly their delivery lorries).

Before the town centre was remodelled, Bridge street was wider. With the remodelling it was narrowed as part of a one-way system, and these parking bays were formed making them a part of the highway so they remained the responsibility of NCC.

These cones are stored in the shop area of Martin's, having been acquired from 'somewhere' (they are obviously quite old and have seen much use, certainly not purchased new by the users).

Will you please instruct this shop that the parking bays are NOT theirs to fence off and deny to the rest of society, (no matter what the reason). Furthermore, since this keeps occurring, will you please take legal action against this company if it happens again after this report.
