In the layby, where the SBC litter bin is, between the Martin's Way roundabout and the Glanville Crescent roundabout, someone has dumped another 2 black bin liners full of something. Please remove. This is the 3rd time this has happened in the last couple of weeks, looks like a serial fly tipper.
