Large pile of rubbish down the side of the corner shop

There’s a large pile of rubbish that is never picked up. It’s an eyesore and will attract rats etc.

Shop keeper removed the said rubbish. Also fly tipper was caught dumping more. How can fly tippers be stopped. Can a camera be put up.
