Telecom workers litter

My daughter Zuzu and I have once again noticed telecom companies' littering by the telecoms box opposite the Methodist hall. It;s a regular ocurrance. They regularly leave off-cuts of wiring on the pavement, too lazy to tidy them up and take them away. The wiring is not only unsightly but a hazard to small children and dogs. It makes it appear the community doesn't care about how the village looks.
The latest workers at the box were Kelly Communications, but we cannot conclusively prove it was their littering on this occasion. We have photos of the wiring.
I took this up with CC environmental dept last year when Virgin's agents did the same and left a mess. CC can issue a Fixed Penalty Notice incurring a £100 fine, but whether this will discourage the telecoms companies from littering is another question.
