Waste ground used as a tip

The waste ground located by the bus stop at the top of Brookbank Road (behind the parade of shops) is being used as a rubbish tip. I realise this is not the responsibility of the council but the owner of the land surely should be made responsible for securing the plot and attempting to prevent fly tipping. There are two metal barriers across the entrance to it but they are frequently moved aside.
