Pavements being used as means for passing traffic

Dear Sir, I wish to make it known, that before long, an elderly person will be knocked over by cyclists using the pavements as a means for passing up East Saint Helen Street, against the normal flow of traffic. Must houses along that Street have front doors that open straight on to the pavement. Another resident was also in the local town office at the time I was reapplying for a parking licence and he probably has written to you recently as his comment was that the cycling routes seem not to mention that East Saint Helen Street is a one-way Street and that the local cycling clubs seem to disregard this matter. Why do we have to wait for an injury before something is done? In an elderly person, that could be terminal or at the least, shatter their confidence and general mobility.
