Drain cover broken next to pedestrian crossing

The drain cover has been broken with most of it missing entirely for about 1 year. About 6 months ago somebody put a cone over it which I removed to take the photo. You can see that it is about 1 foot diameter. I have now replaced the cone for safety reasons. It is right next to a pedestrian crossing used by people accessing the new entrance to the university track and sports fields. It is unsafe, particularly as this crossing is on a very busy main road.
