Height of tree posing risk to homes

This tree outside no.89 has grown rapidly over last couple of years and is now about double the height of our houses (and less than 5m from my property) posing a serious safety risk to the inhabitants of no 85, 87, 89 and 91 if any significant part of the tree were to come down in winds. This has been reported in the past by myself and neighbours but its been left to continue to grow. Its notable that other trees on cray avenue, which sit further away from houses (i. e. More than 5m away), have been cut back or cut down in recent months.
