Lights need re-calibrating

The traffic lights have a heavy East to West Liverpool road bias, which I guess does account for most of the traffic. However, during peak hours, there is heavy Prescot road to hale road traffic. It can take 3 plus light changes to get through this intersection in the morning, while the other sections of the road are empty and quiet. Can changes not be made to account for this?
