Rainwater does not drain away

In front of 4 Morton Avenue, whenever it rains the water does not run down the drain. It is only dissipated by cards running over the water and splashing it to the neighbouring house soaking the pedestrians and the cars on the driveway. This has been the case for a long time.
The drain needs to be cleared.

The issue has not been improved: In front of 4 Morton Avenue, whenever it rains the water does not run down the drain. Parked cars get a soaking whenever cars pass on the street. Can somebody unblock the street drains, please?
