Tree maintenance not being carried out

Trees are ridiculously large have not been maintained or cut back for years resulting in large amounts of dead branches in the trees which are constantly dropping onto pavements and vehicles ,more trees have been planted yet existing ones can not be maintained. Last time they were pruned I was informed that the one between 11-13 had to be kept small as there was a large hole under it. Not been touched for years
