Significant vibrations & movement felt in house

The condition of Hatfield Road outside our house is deteriorating fast. Wave like shocks are felt when the busses and HGV vehicles are driving over the three filled in lines that were cut in our road soon after the new tarmac was laid a few years ago. This has created an uneven surface and I guess the ground is absorbing the weight distribution of these heavy vehicles when they drive over that section right outside our house. We have lived on this road since October 2006 and never experienced anything like this before but our current situation is becoming progressively worse.
We are growing increasingly concerned about the foundations of our house and what the consequences could be long term. The window frames creak and some of our fixtures and fittings are noisily shaking too whenever a large vehicle passes. It is also affecting our enjoyment of living in our home, not only because of our concerns for the future but also the unrelenting reminders due to the passing traffic paired with the early awakenings each day when we are being shaken out of bed.
The parking restriction on our road has made the speeding far worse as vehicles rush to catch the lights at the junction and regrettably, the same is very much true for the heavy vehicles.
I've escalated this before early 2018 on the Highways website (2558826 & 2558829) and the tarmac around the manhole cover was resurfaced in December that same year but it has made absolutely no difference. The problem arises from the cuts in the road. I've been emailing Cllr June Lumley since Sept 2018 and she has escalated my messages to the Highway authorities but no further action or progress appears to be made at all. It has been hinted that we would need to instruct a structural engineer to write up a report, which will be extremely costly.
