Under road drainage pipe blocked

For the past week / 10 days the drainage ditch to the right hand side of our property (between Home Farm & Willow Barn) has been rising as the black drainage pipe that runs from the corner of our (willow Barn) drive under tomlow roads that allows it to drain has been blocked. To the extent that the water has been running back into our pond which is now almost full. Please can it be unblocked
