Placing bins in road to reserve parking

Lansdowne Road- Car owners constantly using bins to reserve car parking. Most have 3-4 cars per house, garages unused!!

Same issue. Send residents a letter to remind them it is illegal to leave bins in the road to reserve parking

Strange - binmen left my bin outside in the road and I got a PCN- this happens continuously and nothing. Others in the road leave bins out to prevent cars parking-nothing.
What's wrong, does Lansdowne road fall under the posh end of Chingford and hence, no PCNs?
One neighbor began a rant when someone placed a note through her door and she threatened to smash my car up because I parked where she left her bins. Good work LBWF!!!

Please help as a resident of Grantock road e17 please can a enforcement officer or letters be sent to each door explaining that bind cannot be left in the road to secure parking for vehicles. These people actually think that this is legal and l believe that things are getting out of hand. Please help
