Tree outside 40 Durham Avenue growing at an angle

A tree planted around five years ago to replace a large horse chestnut is growing at an angle towards the road. I believe it needs to be staked to correct the lean. i've reported this before but the Tree Department at LBB didn't share my concern. I chose the 'tree requires pruning' box as none of the suggested issues matched.
