Traffic lights in positioon since 3 Jun protecting non-existent road works but delaying traffic

Traffic lights were erected on 3 Jun 2019 with the apparent intention of protecting road works connected to the new mobile home site. 4 days on, there appears to have been no work started. At busy times traffic coming off the B4362 into Station Road can back-up to the junction and extend into the B4362. When will the lights be removed?
