Overflowing wheelie bins and rubbish scattered over pavement and road

The Broad Street Meeting Hall has moved their overflowing wheelie bins and excess rubbish (at least another wheelie bin's worth) onto the pavement and overnight has encouraged flytipping into the green space next to it - while this may look like it is not being used, commercially, by humans, it has become a haven for wildlife, if you came and spent a few minutes each day here you would hear all the happy birds twittering in there and see that any more rubbish is really only a hindrance. This is not the first time the Hall's bins have been overflowing and littering the pavement. Let's hope they are collected on bin day this Thursday. In the meantime could the Waste people take a look and make a log of this. Thanks.
