Wheelie Bins Being Left on Road

Number 18 Westfield Crescent has for some months been leaving the black and brown wheelie bin on Mill Road. The bins are being used to block off a 3 metre section of road and they have placed a handwritten sign on them. Parking is scarce and is on a first come first served basis. Can OCC approach the owners asking them to remove the bins.
