Severely over grown and full of debris causing injury

This field has been over grown for over a year. I have spoken with Live West who say it is on council property and spoken on phone with council who agrees it is down to their contractors to maintain. All thats been done is one walk through from top to stairs cut. The whole field is full of debris, broken sleds from the winter, christmas trees, fireworks etc. My dog recently slashed his foot open on a broken beer bottle. It must all be cut!! The children are having to play in the street as the field is unusable. Before someone gets seriously injured it must be cut!! It is the field directly outside of number 32. It has been in this state for over a year. We have tried to cut it ourselves resulting in a broken lawn mower.
