Old bin full of dog waste inside and on top of the bin.

Customer has called to report the neighbours flat at 432 Archer Road. He has an old fashioned plastic bin that is full of dog waste. It's been there so long people have started putting dog waste on top of the bin without even putting it in a bag. There is also dog waste on the floor on the strip of grass when you walk through the front gate. It is making her mums place smell and look awful even though her area is clean. Flat is opposite Londis. Needs to be cleaned up asap.
