Moped, has no tax or mot, left for a long time

Moped has been left for some time, with no tax or mot, youths have been seen riding it, with NO crash helmets and or valid insurance, this is an IMMEDIATE danger to the public and the young children who play on the small green next to where the moped has been left!! In addition to this the moped has no current mot or road tax.
