Boundary fence enclosing parkland (wooded area) and overgrown scrub

Within the last year or two, some fence panels have collapsed enclosing public woodland from private dwellings which can be a security issue. The boundary fence is located at the side of Martin's Hill park adjacent to the pathway leading from the war memorial to Beckenham Lane.
The first fence panel was repaired by the Council about 6-7 years ago and foilage from scrub trees were cut back as they were too close to the fence and prevented sun light reaching the roof of the house causing dampness indicated by a thick coating of moss growing on the roof.

Two fence panels were repaired at the end of the garden and some foliage pruned away from the fence. However, there are still three areas of fencing that has either fallen forward, backwards and apart closer to the back of the property. The moss on roof is caused by a solid wall of trees bordering the fence. The wall is 35-40 ft high. Also the canopies of the two oak trees are covered in a solid mass of ivy.
