Homeless Person Camped Under Railway Bridge

This has been going on for OVER 2 YEARS NOW! I have tried reporting to a homeless charity, and it would appear the homeless person does not want to vacate his "home". I am concerned about: Public Health: - During the day the person seems to amass refuse, which he keeps by the side of his encampment near the wall of the bridge. Occasionally, this contains food waste. Both my wife and I have seen rats in the vicinity of this waste pule - Quite often food waste is strewn around the pavement. Since this person has been here for well over 2 years, I can only assume this part of the pavement has not been swept/maintained in that time
Public Safety: I am visually impaired, and have frequently tripped over the feet of the person sleeping rough, if they extend out into the pavement whilst he sleeps. Even so, his possessions encroach across approximately one-fifth of the pavement. I am sure you will appreciate this is a busy stretch of pavement, especially during rush hour. - I walked past this area a couple of weeks ago and noticed there was a council team there clearing away what looked like burnt items. The following day the number of possessions had reduced. I can only assume therefore this persons possessions were set on fire. Surely, having that amount of combustible material under a railways bridge constitutes a fire hazard? I am surprised South Western Railways have not complained as well.
It seems clear to me that this individual does not want to be helped into permanent housing. Given the amount of donations he receives I would imagine he is making quite a good living...to the detriment of public health and public safety.
PLEASE DEAL WITH THIS MATTER, I am sick and tired of seeing Kingston falling into a substandard state and wished the council would take some responsibility for sorting out their own mess.
