Van parking on grass

A van parks on the grass between the pavement and the road at the junction of Lindsay close and busy mill road..When turning it is almost impossible to see traffic coming from the right on mill road. An accident will happen if nothing is done and who owns the grass between the pavement and the road, conveniently blocking a drivers view, plus pedestrians crossing the roads.

  • A half blind man was crossing Lesley road at the junction with mill road, when a car turning into Lesley road managed to break before nearly hitting the gentleman. I would like to know if this van is allowed to park on the grass verge between the road and the footpath..
