Wooden rails across the path (Sustead FP 8)

Wooden rails across the path, either end of footbridge. See photo. No limitation is recorded on the definitive map and statement. Is there any lawful authority for these obstacles to be present on the path? Any authorisation under Section 147 Highways Act 1980 would only be valid if the correct procedure had been followed (Section 320 Highways Act 1980). If not, then it is an unlawful obstruction, and its removal must be secured. The Norfolk County Council should not authorise a stile at this location.
