Footpath 15 Colne Orchard to the right as you enter the fields next door to number 14 this piece of land is becoming a dumping ground . I have reported this numerous times rats have been seen. Not sure who is responsible for this but someone must own this . In my opinion the land needs clearing and flattening out to prevent this. The whole area is a eyesore . I am awaiting a update from environmental health.
