Tree stump with honey fungus on public verge next to tree

Honey Fungus can spread under the soil and infect all nearby trees/shrubs. Two years ago trees were cutdown on the public verge to provide access for the construction of the temporary bridge (Cross Rail Project). Tree Stumps should have been dugout, however this one seems to have been left and has become infected
