Signage and cones to avoid pothole in hazardous area

A sign and cones have been used to prevent people driving through pothole, this forces people into the other lane. The location of this hazard is round a bend and no prior signs are provided to indicate that traffic should slow down and be prepared to stop before using the other lane. This is a 50mph Road and the lack of prior warning means the signs and cones are creating a big safety hazard, I nearly had somebody drive into the back of me today whilst I was waiting for the other lane to become clear. Please could this be reassessed and perhaps temporary traffic lights used or more warning provided. As far as I am aware the cones and sign have been in place since Monday.
