Roundabout completely seized up

The new roundabout in Chislehurst Rec has completely seized up only about a month after installation. Please can it be fixed urgently before the Easter weekend?. It is important that this repair is done by someone who is familiar with this equipment as the last roundabout had a bodged repair and had subsequently to be replaced.
