Repeated Car Parking Across Pavement

Despite repeated polite notices from residents people - specifically the same vehicle on most occasions - are continually parking across the pavement.
This obstructs the pavement forcing people in wheelchairs and pushing prams (both trying to use the pavement constantly) into the road.
It also obstructs entry/exit to the properties opposite. There is a dropped curb on the road 40ft away and actual parking spaces available 60ft away but people are choosing to ignore these in favour of the most convenient spot from them - regardless of the impact on others.
