More flytipping!!!

Yet more flytipping on the bin, the bags have split and the rubbish is leaking out onto the pathway. This is happening weekly, and is clearly a local resident! What are the council doing about this - action needs to be taken against the perpetrators, this is an anti-social act, one that is a health hazard
