Fence fallen down (again) in the wind

There is a fence that protects the lane going down the back of the houses on Hardy road. At the start of the lane there is a big black gate that was installed by the council around 2001/2002. The gate has a code lock on it and all of the houses have the code.

The fence that is next to the gate has been blown down 3 times in the last 15 years. In 2003 the fence that was there was 3 feet tall and had a 1 foot gap at the end. This was replaced by the owner of Alma house for a 6 foot tall wooden fence. The fence has blown down a further 2 times since 2003 and has now blown down a 3rd time and needs repairing/replacing.

1 month ago an elderly neighbours house was broken into, through her back door being violently kicked, they looked through her whole house while she was taking a nap. She has lived there for 50 years and is now fairly terrified of her own house and neighbourhood. The black gates code lock door has become fairly unreliable and doesn't always lock when it is shut which compromises every house on the street. As well as this you can squeeze your hand through the gate and open the door from the outside if you so wish. We have a local car garage who is willing to weld a plate onto the gate however this would not solve the gate not locking properly. It is also council property so maybe we need permission for this???

Would you be willing to come out and have a look at the whole situation with a view to making our neighbourhood safer and giving piece mind to us all.
