Private car repair business on residential area

Dickens way, just off Priory road, Eastbourne. Customer vehicles, some no MOT / Tax, (reported via DVLA) still sat their unmoving. Takes up residents parking space, looks like a garage overflow car park, fed up with the nuisance, cars sit around for weeks. The lad is undertaking welding works, there are lock up garages, some have treasured vintage cars in them or motorbikes, a fire is very likely, people are worried, the gentleman has been spoken to but has no regard for other residents parking, shouts at himself and swearing, funny really, but the cars and dirty rusty van taking up space in what was a quiet residential spot, lots of elderly here, so normally quiet.

He has a business name of Mobile Manic.

Residents are at a loss they don't know what to do, this one person and his g/f she has 3 cars! He has a tricked up Toyota surf and 3 customers vehicles. One is SORN and no MOT, (Been sat here since 21st Jan) its on the highway! Where are we supposed to park?

Please don't ask me if I have seen money changes hands, I am not a CCTV unit, he charges £25 per hour, that's all I know, find him on FB.
