Raised slab in footpath causing trip hazard

Unfortunately, I'm not sure how long this has been an issue, as I have only recently started walking down this road. Near to a residential garden wall, stretching out 2ft into the pavement, there is a large slab set into the tarmac, but raised about 1-2" above the level of the tarmac causing a trip hazard. I did trip over it several nights ago, causing minor injuries, but there are a lot of elderly people in the village, who could sustain far worse than a skinned, bruised knee.
