Extra pedestrian controls needed
Reported in the Traffic lights category anonymously at 10:15, Thu 20 January 2011
Sent to Cardiff Council 1 minute later. FixMyStreet ref: 157038.
Crossing at this junction needs improvement for pedestrians. There are controls but only on certain conrners of the crossing. If you happen to be stood at the wrong corner there is no way to press a button to initiate the pedestrian controls. Therefore making crossing this road very difficult and unsafe.

Had an email from the Traffic Management team at the Council stating that this issue will be investigated by carrying out traffic flow and speed surveys, and examining the accident record at this location. This will enable the possibility of introducing improved pedestrian facilities to be assessed. If a scheme is considered feasible and justifiable the proposals will be presented to the relevant Ward Councillors for consideration and, if appropriate, added to the Traffic Management Scheme waiting list.

Can't believe this has been a year! Fromt he Council:
"I would advise you that the matter has been investigated and the results concluded that the provision of further pedestrian facilities is feasible by the introduction of an all red stage whereby all vehicular traffic is stopped.
The results of the investigation will be included in the Council's area study along with existing issues and established areas of concern. This issue will therefore be included in our comprehensive investigation of all road safety and accessibility issues in this part of the City. This will take into account the police injury related incident record, traffic surveys, planned developments and other relevant data to ensure that the resulting report is as comprehensive as possible. From this report, the order of the schemes for the future programme will be established.
The report will be available on-line later this financial year (at www.cardiff.gov.uk under Transport Projects) where you will be able to see the outcome of the investigations and any planned action."

Council have finally agreed that the additional controls are warranted. However, all funds are allocated for this year and the scheme will be assessed against other schemes next year (and into the future). So basically it won't happen any time soon.
Contacte local Councillor (Cllr Robson) who agrees the scheme is needed and will help to pressure the Highways team into action but explained it may take years!Posted anonymously at 10:39, Tue 5 March 2013

Needed more than ever as the traffic coming south from Rhiwbina now likes to form two lanes, with cars wishing to turn right into Tyn-y-Parc Road speeding down the outside of the traffic queueing to go straight ahead. The road is not wide enough for two lanes of traffic but vehicles insist on driving half in the opposing lane to get to the lights.

The junction is getting worse - more and more cars driving south along Pantbach Rd from Rhiwbina village are creating two lanes of traffic at the traffic lights. The compounds the problem for pedestrians and cyclists but also forces cars driving in the opposite direction to the left side of the road off their normal driving line.

Latest info from the Council:
"I can confirm that a scheme to provide controlled pedestrian crossing facilities at the Pantbach/Ty Wern/Ty’n y Parc Road junction is currently in the Council’s approved Local Transport Plan and will be implemented when funding is available.
The schemes included in the Local Transport Plan have been prioritised using an objective method of assessment and funding will be allocated to schemes on this priority basis. The objective method of assessment takes into account traffic and pedestrian flows, injury collision incidents over a five year period, traffic speed, site layout and delay in implementation.
In view of this, it is not possible to predict exactly when a scheme will be implemented due to many factors, such as the available budget; varying site conditions such as road casualty figures, and whether any new projects have been added to the Future Programme.
An assessment of the police injury collision record shows that there have been no recorded collisions at this location over a five year period.
This project is currently ranked as number 64 on the Future Programme, and is therefore unlikely to be implemented in the near future using funds from the Council’s capital budget. However, should other funding sources become available, such as from planning conditions, we shall endeavour to deliver this road safety project sooner."

This is an extremely dangerous junction if you use a mobility scooter because if you cross Ty-Wern Road at the lights and want to go up Pantbach Road to Rhiwbina you can't get past the traffic light post and anyway they are no dropped kerbs on either side of the road.

Observation - traffic is becoming worse at this junction. It seems that drivers on Pantbach Road believe this is a two lane carriageway in both directions. I have seen cars mount kerbs, form two lanes on both sides of the junction and overtaking queing traffic just to get to a red light. Action needs to be taken.
