Regular flytipping for many years: CCTV (or a fake camera and penalty signs) in the lane between Jasmine Court and the newer housing association homes might be cost effective.
Motion-activated lights would help with night time noise disturbances (loud drunken, often extended rows) in the lane as well as deter night time flytipping.
Proliferation of bins might cut the amount of litter thrown into the grass which could become caught in the councils machinery when they come to cut the foliage, grass, hedges.
