Ripped bin bags of waste

Neighbours for the 4th week in a row, have dumped thier household rubbish in the middle of our street, and started putting rubbish in my bins, causing them to be overflowed. The rubbish always blows in the direction of my communal garden and the public park, opposite our estate.And thier is no park warden.so the rubbish just piles up. I wouldn't mind so much if the neighbours, decided to pick up thier rubbish. As most of them have 2-3 cats, so black bags without a wheelie bin, makes no sense to me,espcailly since we are experiencing strikes.
