Pelican Crossing Out of Action

The Pelican Crossing at the junction of Butler's Leap and Clifton Road in Rugby ( please see attached map) is not working temporary traffic lights have been installed by contractors working on the new Houlton road but there is no provision for pedestrians. The permanent Pelican lights are not bagged off and there are no signs and nothing for the visually impaired. This is a very busy and dangerous road to cross. I know temporary Pelican lights are available. Can they please be installed here before someone gets injured.
