Dog mess & dog not on lead

On three separate occasions I have witnessed a man walking a black & white Border Collie dog through St. Mary's Church Courtyard without a lead. These occasions were twice last week (one day at 8:30 AM and on another day at 10:30 AM) and one occasion today (26.02.2019) at 11:30 AM.

The dog is a black and white Border Collie. Every time I have seen the owner he is always wearing the same clothes - a green Barbour type jacket, light denim jeans and a flat cap.

I regularly walk my own dog through the Church yard to get to local parks and fields and I now cannot do this because of this man and his Border Collie. The dog will run up to my dog (who is on a lead) and start jumping on him. When my dog walks away the Border Collie will start running after my dog still jumping on him and now growling and being aggressive. The owner of the Border Collie does nothing to control the dog and will just stand and watch from the other side of the Church yard. This man also does not pick up his dog mess and will just leave it on the grass in the Church yard of St. Mary's Church.

I have reported this to the police and they have given me a reference number of: HC-26022019-0359. However, they have told me no crime has yet been committed and to contact my local council instead regarding this.
