Hedgerow overgrown to height of 5m plus

The hedgerow has now grown so tall that people are afraid to walk down the footpath after dark. It has been cut down 1 in 8years, but has been cut back twice. The top of the hedgerow is now unreachable by property owners who have completed hedge maintenance each year. It also covers the path lighting. There have also been reports to pcso teams of anti social behaviour at night on the pathway. The back of the hedge has grown some 6 ft into farm land as it is not being managed. Each year I request that the hedge be properly maintained by cutting down excess growth down but this has not been done for well over 6years now. Please can something be done to deter the antisocial behaviour on the pathway and make it safer for the general public.
