Household rubbish being stored on public highway

In Groveland Road, Beckenham (junction with Broomfield Road) someone (maybe occupant of 1 Broomfield Road) is using the pavement to keep their bins and black sacks. There is no collection due for several days. The bins have been at this location for several days at least.

Dear Bromley Council
You have responded with information about missed rubbish collections and recycling containers and then closed this issue. By doing so you have missed the point. This is not about missed collections or recycling containers. It is about a local resident who has decided to store their rubbish in the street rather than on their own premises. It is not about something being put out on rubbish collection day. These bins and rubbish have been at this location for quite some time.
Your own website makes it clear that rubbish is to be stored on own property and not on the pavement. Even on collection day.
What is the difference between this and flytipping? Your own website states that a black bags of domestic waste constitutes flytipping. If you are serious about dealing with flytipping, this one should not be difficult to track down the culprit.
As you seem to be condoning the action of this resident then I take it we can all store our rubbish on the pavement. The streets would soon look a mess if we did! Is that what you want?
Since my initial report more rubbish has accumulated at this location. Presumably passers-by think it is OK to add their detritus to the pile. You are encouraging them by not dealing with this issue.
Please take more seriously.

This property has been visited by an LBB enforcement officer . The property is currently unoccupied and the letting agents responsible for the property have been told to move the bins. TS
