Several overflowing wheelie bins and recycling bins between 13 and 15 Waldegrave road

Bins are kept permanently on the pavement rather than within the boundaries of the properties. Rubbish is not confined to bins and crates, cardboard, unwanted household items and other detritus are often piled up. This results in obstruction to pedestrians as well as the distribution of the litter up and down the road. It is such a mess that even the refuse collectors don't seem to want to collect it! The entire length of the pavement is marred with the unsightly remains of soggy lumps of cardboard and paper and is never cleaned. I can't believe I am the first to complain - surely this aamounts to fly tipping? Please act!
