Drain collapsing, 3 inch drop

The Drain Cover was removed recently and the resultant hole has been filled with tarmac. This tarmac has since collapsed further into the hole and now has a 3 inch lip to the road surface and appears to keep dropping. This is at the end of a driveway that needs to be avoided to ensure no damage is caused to the car when using the driveway.
