Laybys on A2 between Duke of York and Whitfield roundabouts

I'm emailing to ask why the 2 laybys from the Duke of York Roundabout at Dover are not blocked off as are many others in the County, to stop the permanent parking of foreign lorries. They throw their rubbish (and worse) out onto the verges as there do not appear to be any rubbish bins and the entire carriageway is strewn with detritus from the Duke of York up to and including the Whitfield roundabout and makes the whole area look appalling. The rubbish is caused, in my view, due to the 24/7 parking of these lorries. They surely shouldn't use the road as a lorry park when other areas are provided. The road is also very narrow so if any car broke down etc there would be nowhere to pull off. These lorries often double park. I know the area was cleaned up last year and already we have the same problem. This litter problem will not go away until the laybys have been blocked off to lorries. I look forward to your comments as it is such an eyesore for all visitors coming from the other side of the channel and obviously local people who have to drive past each day.

I drove past today. It has been partly fixed in as much as the litter from the layby has been cleared and they have put orange and white cones across but these are not permanent. The rest of the road is littered with detritus and the other layby opposite is still in use, double parked by lorries and churned up.
