Storm drain blocked outside my property, Rain water flooring my garden and my neighbors

New houses being built next to our property, and the footing have been dug out but filled with rain over the weekend, so the builders are pumping the rain water in to the storm drain, but there must be a blockage just past our property further down the road as this water is backing up in to our front garden, it does go away over time but the draining time is increasing, this also happens when we have a large amount of rain fall in a short space of time and has done since we moved in 2 years ago, but again it is getting worse and has been for the past few weeks

Checked the manhole cover in the street (roadside) not on my property and the water is sat in it and not draining so this is pointing to a blocked storm drain past my property, it is not going to resolve by itself so need Council intervention please as I am concerned that this will only get worse if/when we get more rain and have to rely on the drain system taking away the storm water. This is also not the first time we have had this problem in the past. Thanks
