The Target Underpass (Westbound) -Accumulation of large amount of plastic waste

The ramparts of "The Target" roundabout have accumulated a large amount of wind-blown and disgarded plastic waste. Looks revolting. As previously reported on this web site, there are other parts of the embankments of the Westbound carriageway of the A40, between here and "Swakeleys" roundabout which are in a similar condition . . and have been for some time. Judging from the replies I have received from both TFL and Hillingdon Council, neither are prepared to take responsibility for it. Perhaps this attitude can be understood in the context of the current state of Local Authority finance. But what sort of impression is it going to give tourists e.g. those processing from London to Oxford's gleaming spires, especially in the summer months. To some people it could sour the experience. Perhaps clearing roadside plastic waste on major roads should be a National Government responsibility.
