Cars parked on pavements

Cars continue to park over pavements on coombe road. With the bins taking up room and the narrow pavement there are areas that are difficult to pass. I have just had to assist a blind wheelchair user with a guide dog as there was no way to pass through pass the cars. There is a school on this road with parents and children in buggies and it's a nightmare. Cars are now parking on the raised corners at junctions which were installed to prevent the parking in the first place. It's a continuing problem that is getting worse with the adaptation to HMOs of the houses in the street. Houses that would of previously only had 1 car are now needing 5,6+ spaces for parking.
