More flytipping in a lane used by children to get to school

The waste is spread over two areas on the lane. Clearly this is someone who can't be bothered to use the councils waste collection, this is the fourth time (at least) this has been dumped like this since the beginning of the year. Household waste, food packets, this is a hazard to health not to mention unsightly. Some action clearly needs to be taken to deal with the flytippers. I have more photos to show the scale of the problem, but the system wouldn't let me add any more.
